This is possible due to the default status of cold war - you're not at peace with anyone; cold war allows you to attack each other in neutral territories.The AI, of course, won't look favorably upon that, but it does allow you to stall their growth toward you, at least until they retaliate with an army.Otherwise, there is one trick you can use - settle the region, and immediately Salt the Earth. 
It might seem like a kill joy but it's an important game mechanic, both for making empire management realistic, as well as balancing the factions.
